International Programme Office

The execution of IRDR programme promotion, coordination and related functions is undertaken by the IRDR International Programme Office (IPO). The IPO is located in Beijing, China and is hosted by the Institute of Remote Sensing and Digital Earth (RADI) of the Chinese Academy of Sciences (CAS). The funding is provided by China Association of Science and Technology (CAST)

Qunli Han– Executive Director

Before joining IRDR, Qunli was working for UNESCO. His last position in UNESCO (June 2013-August 2017) was the Secretary of the Man and the Biosphere (MAB) Programme and the Director of the Division of Ecological and Earth Sciences, which oversights a science cross-cutting team on DRR. He has been involved in the major post disaster response actions of UN since 2004 (tsunami and earthquakes in Indonesia, earthquake in Iran and floods in Pakistan). During 1980 to 1989, Qunli was a research fellow in the Commission for Integrated Survey of Natural Resources under the Chinese Academy of Sciences (CAS).

Lucy Lu – Science Officer
Lucy

Lucy  Lu has a Master’s in Economics of Education from University College London, UK. Before joining IRDR, Lucy was Scheme Leader for a UK government education exchange scheme, based in London. She has done research on international development (focusing on economic perspectives, evaluation methods and economic appraisal), and has worked in international organizations, government and NGOs. Lucy will be a primary contact for members of the Scientific Committee and other members of the network.

Fang Lian – Communication and research Officer

Fang Lian graduated from Beijing Normal University with a Master’s Degree in Physical Geography. She has done research on and worked in disaster risk assessment. She also has experience in media organizations, nonprofits and government alike. Before joining IRDR, Fang was a member of National Basic Research Program of China (973 Program) — “Relationship Between Global Change and Environmental Risks and its Adaptation Paradigm”. Fang will support the implementation of our communications strategy and be the focal point of IRDR Young Scientists Programme.

Lang Lang – Administrative Officer

郎朗照片Lang joined the IRDR IPO as the Administrative Officer in June 2010 and supports the IRDR Programme by handling a broad spectrum of administrative and secretarial tasks, including creating, maintaining, and archiving reports and other office documents; making the necessary arrangements for travels, meetings, conferences, and other events; and acting as liaison with the accounting and administrative departments of the IPO’s host, RADI.
